# Teams chat transcripts — Group C

Verbatim transcription of (i) fourteen screenshots pasted into "Op Ed Group - Teams Chat.docx" (image16.png–image29.png, document order; image17 was embedded twice and is transcribed once) and (ii) two screenshots of a separate one-to-one chat (email2 parts 27 and 28). Images are authoritative; OCR was used only to check spelling. Sender "(no header visible)" means no name header is visible for that bubble in the screenshot; "OWNER" is the account owner's right-aligned bubble; time "(cont.)" means a continuation bubble with no new stamp. "[cut: …]" marks clipping by the image edge. Reaction chips without a number are shown without a count. Companion file with the same content: `group-C.json`.

## image16.png (docx-media)

Owner hint: No right-aligned (account-owner) bubbles; every bubble is left-aligned under a named header or is a continuation.
Top cut: yes · Bottom cut: yes
Notes: A sliver of an earlier bubble's bottom edge is visible above message 1 at the top edge. Avatars: Sameroff (photo, red status dot), Mearhoff (photo, grey x status).

[1] (no header visible) — (cont.) — I say yes!
note: No name/time header visible (cut above); continuation bubble of a sender whose header is above the top edge.

[2] (no header visible) — (cont.) — That order of ops sounds good to me! I can shoot Amanda a text to let her know it's coming but I'd hazard to guess we can expect their green light tomorrow AM [quoted reply: Sameroff, Rebecca 10/20/2026 4:34 PM: "Just got the "where did my op ed go!?" note from Bill. Does this sound right? Send to 5th floor tonight. Sarah launch thru networks..."; reaction 👍]
note: Continuation bubble (no header). Begins with a quoted-reply box (grey, left bar) showing the quoted message; the quote is truncated by Teams with '...'. Reaction chip shows a thumbs-up with no number.

[3] Sameroff, Rebecca — 10/20 4:46 PM — left one question! then clean to launch!

[4] Mearhoff, Sarah — 10/20 4:47 PM — Am I sending the source page to the 5th floor, too or will we be polishing that bad boy up tomorrow AM?

[5] Sameroff, Rebecca — 10/20 4:47 PM — Nah jsut say we have it to ship

[6] Sameroff, Rebecca — (cont.) — did i accidentally combine 2 paragraphs? I'll make a ocmeent where Im talking about
note: Continuation under the 4:47 PM header.

[7] Sameroff, Rebecca — 10/20 4:53 PM — OK IM DONT TINKERING! [cut: bottom]
note: Text fully visible; the bubble's bottom edge and the avatar are clipped by the image edge.

## image17.png (docx-media)

Owner hint: No right-aligned (account-owner) bubbles.
Top cut: yes · Bottom cut: yes
Notes: This image was embedded twice in the Word file (two identical references to image17.png); transcribed once here. A small magenta/pink fragment is visible at the very top edge above message 1 (about x=95 px), probably the bottom of a reaction chip belonging to a message above the top edge; illegible.

[1] (no header visible) — (cont.) — Okay about to hit send unless anyone tells me to STOP NOW!
note: No name/time header visible (cut above); continuation bubble.

[2] Sameroff, Rebecca — 10/20 5:02 PM — go now!

[3] Sameroff, Rebecca — (cont.) — multi-agency HERO!
    note: Continuation.

[4] Feldman, Jake — 10/20 5:11 PM — Think that 57,000 stat paragraph needs to say “the additional amount”
note: Curly (typographic) quotation marks on screen.

[5] Feldman, Jake — (cont.) — Makes it sound like they would pay 57,000 in all
    note: Continuation.

[6] Sameroff, Rebecca — 10/20 5:12 PM — OOH mark it up in the doc please for tomorrow!!!

[7] Sameroff, Rebecca — (cont.) — Ah i see i see
    note: Continuation.

[8] Sameroff, Rebecca — (cont.) — That popular $57,000 figure actually refers to the ave tax increase high earners would have seen if the 2017 Trump tax cuts had expired. Something like that? (I felt like we had to say that that # is somewhere! Very open to improvements/alternatives!) [Edited]
note: Continuation. 'Edited' label shown above the bubble. The words 'would have' are italicized on screen.

[9] Feldman, Jake — 10/20 5:15 PM — (no text visible) [cut: bottom]
note: Only the name/time header and the top edge of the bubble are visible; the message body is below the bottom edge. The same header and its full text appear at the top of image18.

## image18.png (docx-media)

Owner hint: No right-aligned (account-owner) bubbles.
Top cut: no · Bottom cut: yes
Notes: Message 1 repeats the header-only message cut at the bottom of image17.

[1] Feldman, Jake — 10/20 5:15 PM — That works with increase italicized [reaction 👍]

— date separator: October 21 —
[2] Mearhoff, Sarah — 10/21 6:13 AM — edited in my clean offline Word copy, too!
note: Centered date separator 'October 21' precedes this message.

[3] Mearhoff, Sarah — 10/21 9:21 AM — Good morning, sunshines! I wanted to check in on the "source" page. Feldman, Jake & Co, what can I do to help get that ready for launch? Bill called me this morning very eager to get this out the door and has nudged the 5th floor for their approval ASAP. [@mention: Feldman, Jake]
note: 'Feldman, Jake' is rendered in blue as an @mention.

[4] Sameroff, Rebecca — 10/21 9:22 AM — Hey I chatted off-line with Jake and Kate a bit about this yesterday. I think we should send the very basic top Sec. stuff along with the op Ed if appropriate. Pretty dreamy to have a media guide to advance to others but I don't think we can prioritize it with everything going on today and me being out-of-pocket.

[5] Sameroff, Rebecca — (cont.) — That 57k stuff is pretty bonkers complicated so we may just have to rest on our authority as tax experts! [cut: bottom]
note: Continuation. Text fully visible; the bubble's bottom edge coincides with the image edge.

## image19.png (docx-media)

Owner hint: No right-aligned (account-owner) bubbles.
Top cut: yes · Bottom cut: no
Notes: The first header line is clipped at the top edge but legible.

[1] Mearhoff, Sarah — 10/21 9:25 AM — Okay yes sorry, seeing the line in this Sharepoint doc now. Okay so we want to include JUST this stuff, yes?

Source: Vermont Department of Taxes, personal income data for tax year 2024.
    https://tax.vermont.gov/data-and-statistics/income-tax, see AGI Percentile table.
    Data and methodology:
Vermont Department of Taxes data for tax year 2024 indicate that adjusted gross income (AGI) of approximately $500,000 corresponds to the threshold for the top 1% of Vermont resident income tax filers. The income thresholds are used to identify the groups referenced in the op-ed.

The shares of income tax paid by the top 1%, top 10%, and bottom 50% are calculated by comparing the total income tax attributable to each group with total Vermont resident income tax collections represented in the data.
Note that Tax Year 2024 is the most recent tax year for which complete data is available. Filing for Tax Year 2025 concluded on October 15, 2026. [reaction 👍; link: https://tax.vermont.gov/data-and-statistics/income-tax]
note: Bold on screen: 'Source:', 'Data and methodology:', and the final two lines 'Note that Tax Year 2024 ... October 15, 2026.' The URL is a blue hyperlink. Header partly clipped at the top edge.

[2] Feldman, Jake — 10/21 9:28 AM — The last sentence we can drop, I think, because it makes it sound like we have 2025 (since it's 10/21 now) when in reality they are not all posted [reaction 👍 ×3]

[1] Mearhoff, Sarah — 10/21 9:30 AM — I also have news that will likely be unwelcome. Digger's word count limit for op-eds is indeed 850. But I was compiling a list of other outlets to whom to send this this morning and several cut it off at 800 words.

I say we send the full kit n kaboodle to Digger because they're the gold standard. I also know that they are the pickiest -- and often longest -- to get op eds published. Bill has been adamant that he wants me to blast this thing out to as many outlets as possible. I can take a spin through our latest version and try to identify trims that we can make for a shorter, 800-word version to send to those other outlets.

[2] Sameroff, Rebecca — 10/21 9:37 AM — Oof

[3] Mearhoff, Sarah — 10/21 9:46 AM — Shouldice 'wealth tax' op ed TRUNCATED Oct 2026 [file card: "Shouldice 'wealth tax' op ed..." — TAX-POLA > General — link text "Shouldice 'wealth tax' op ed TRUNCATED Oct 2026" — Word (W) icon; cut: bottom]
    document preview text:
    > Before the state of Vermont claims the 1%'s "$57,000 tax cut," let's make sure it exists
    > By Bill Shouldice, Commissioner, Vermont Department of Taxes
    > With election season here, taxes are all over the news and social media and sometimes it's hard to know what's accurate. Recently, I've gotten into work in the morning all fired up about something I saw online — so I ask the experts on my staff at the Department of Taxes what they make of it. Most of the time, their answer is a polite version of, "That's total garbage, Bill, and you really need to stop looking at Facebook so much." But when a claim shows up often enough, in enough places, it starts to feel true. That's exactly when it's worth slowing down and fact-checking.
    > Since Congress passed the One Big Beautiful Bill Act, or OBBBA, in 2025, I've seen lots of posts [cut at card bottom]
note: Message body is a blue underlined file link followed by a Word file card (share and '...' icons) with a document preview; the preview is cut at the image bottom. Preview text is small print read at 4x magnification.

Owner hint: No right-aligned (account-owner) bubbles.
Top cut: yes · Bottom cut: no
Notes: The rounded bottom edge of a card/bubble is visible at the top edge (the tail of the file card in image20); no text in it, not counted as a message.

[1] (no header visible) — (cont.) — 795 words 😤
note: No header visible; continuation bubble under the cut-off card above. Emoji read as 😤 (face with steam from nose, Fluent style: closed eyes, puffs either side).

[2] (no header visible) — (cont.) — Changes tracked so you all can see what I cut. I'm not happy about having to trim anything but as the saying goes in the news biz, sometimes you have to kill your darlings [reaction 😆]
note: Continuation (no header). Reaction: grinning squinting face.

[3] Feldman, Jake — 10/21 9:50 AM — You get rid of my darling $10M factoid! [reaction 💯]

[4] Mearhoff, Sarah — 10/21 9:50 AM — It's such a darling factoid!!!!!!

[5] Mearhoff, Sarah — (cont.) — 🔪
note: Continuation rendered as a single large emoji with no bubble (kitchen knife).

[6] Mearhoff, Sarah — (cont.) — ✂️
note: Continuation rendered as a single large emoji with no bubble (scissors).

[7] Mearhoff, Sarah — (cont.) — 💣 [reaction 😆]
note: Continuation rendered as a single large emoji with no bubble (bomb). The three stacked emojis (5-7) may be one multi-line message or three messages; the screenshot does not settle it. The reaction chip sits under the bomb only.

[1] Feldman, Jake — 10/21 9:56 AM — I think we could actually jettison that next little sentence that starts, "But, unlike Mass..."

[2] Feldman, Jake — (cont.) — But of course I'm biased towards the empirical stuff
    note: Continuation.

[3] Mearhoff, Sarah — 10/21 9:57 AM — Oh no you're so right, Jake. I like that cut better [reaction 👍]

[4] Mearhoff, Sarah — (cont.) — Reincarnating your darling now [reaction 😆]
    note: Continuation.

[5] Mearhoff, Sarah — (cont.) — 👼
note: Continuation rendered as a single large emoji with no bubble (baby angel).

[6] Mearhoff, Sarah — (cont.) — 783 WORDS!!! 🔪🔪🔪🔪 [reaction 🎉]
note: Continuation. Four kitchen-knife emojis follow the text; reaction is a party popper.

[7] Mearhoff, Sarah — 10/21 11:11 AM — I haven't heard from the 5th floor but Bill just called and said he wants me to send this puppy out. He is reaching out to them one more time and if they don't answer, he said to just let it rip. Last call: Any final red flags on the 850-word version for Digger, or the 800-word version for other outlets? [cut: bottom]
note: Text fully visible; the bubble's bottom edge coincides with the image edge.

## image23.png (docx-media)

Owner hint: No right-aligned (account-owner) bubbles; no name header visible at all in this image.
Top cut: yes · Bottom cut: yes
Notes: This image shows file cards rather than ordinary chat text: two consecutive continuation bubbles, each a labelled file link plus a Word file card with a document preview. Narrower capture (743 x 633 px). No sender header is visible; the preceding image in document order (image22) ends with Mearhoff, Sarah 10/21 11:11 AM and the following one (image24) opens with another header-less bubble. Preview text is small print read at 4x magnification; dash glyphs in the previews (en vs em dash) could not be distinguished with certainty.

    > Since Congress passed the One Big Beautiful Bill Act, or OBBBA, in 2025, I've seen lots of posts about how Vermonters could be impacted on their federal taxes. One hot take that keeps coming up — and seems to have gotten even more momentum recently — is the idea that OBBBA gives the top 1% of Vermonters an average tax cut of $57,000.
    > This federal tax cut figure is usually paired with a call to make Vermont's wealthiest pay more state income taxes toward funding new initiatives. After all, they just saw a massive federal tax cut, right? Well, as my staff and the Legislature's nonpartisan fiscal staff explained this past session, that's not what actually happened.
    > High-income taxpayers did see a federal tax cut from the first Trump Administration's Tax Cuts and Jobs Act, back in 2017. During the 2018 legislative session that followed, Vermont legislators responded – raising state income taxes on those top earners to "recoup" or "claw back" some of those federal tax cuts. [half-clipped last line, read as:] What the OBBBA did last year was extend those existing tax cuts rather than let them expire. [2] Mearhoff, Sarah — 10/21 11:38 AM — Just got the clear from 5th floor and Bill. Sending

[3] Mearhoff, Sarah — 10/21 11:56 AM — Okay I'm gonna stop copying you all on every single one of these emails to newspapers because I imagine that's getting really old really fast. Just know I'm disseminating this widely [reaction ❤️ ×2]

[4] Mearhoff, Sarah — 10/21 12:15 PM — And already: the Waterbury Roundabout is running with it 🫡 [reaction 😮]
note: Trailing emoji read as 🫡 (saluting face). Reaction read as 😮 (face with open mouth).

[5] Feldman, Jake — 10/21 1:32 PM — Should we have capitalized the s in state in the title?

[2] Feldman, Jake — 10/22 8:45 AM — Do we have any sense of where the op-ed might get published and when? I though Calvin's thing was decent (for WCAX) but it would be great if the full picture of the $57K got out there

[3] Connizzo, Katelyn — 10/22 8:46 AM — Sarah said that the Waterbury Roundabout is running it!
note: Avatar: photo with grey x status.

[4] Connizzo, Katelyn — (cont.) — It usually takes a couple of days for VTDigger to decide, I think

note: Repeat of image25 message 5.

[2] Sameroff, Rebecca — (cont.) — (Kate/Sarah - let me know if we think its worth me spending time today trying to package up our references in case we get post-debate hits from others!)
note: Continuation under the 8:47 AM header.

[3] Mearhoff, Sarah — 10/22 9:07 AM — I certainly wouldn't complain about this, Rebecca but the most important thing is that you rest up and take care of yourself!!! Please don't overextend [quoted reply: Sameroff, Rebecca 10/22/2026 8:49 AM: "(Kate/Sarah - let me know if we think its worth me spending time today trying to package up our references in case we get post-debat..."]
note: Begins with a quoted-reply box of message 2 (truncated by Teams with '...'). The quote box stamps that message 10/22/2026 8:49 AM, whereas in the thread it sits under an 8:47 AM header as a continuation.

[4] Mearhoff, Sarah — (cont.) — BTW if I'm taking a while to respond today... you know why. Text me on my personal if you need me ASAP: [personal phone redacted]
note: Continuation. Contains a personal phone number as displayed.

[5] Magnus, Abigail — 10/22 11:07 AM — I'm not in the symposium chat, but Feldman, Jake did you have a slide you presented to ways and means on what the shift from the property tax credit to the homestead exemption would look like? We thought that might be helpful to add to the symposium materials based on the questions Abby got [@mention: Feldman, Jake; cut: bottom]

[1] Feldman, Jake — 10/22 11:11 AM — I don't know if there's anything that's worth sharing because the homestead exemption can't easily be layered over the current rate structure. I think the two key things to know is that it's sensitive to current year rates and values (so no lag) and more beneficial to people in lower value homes (and towns where homes are worth less) than the current system

note: Right-aligned; bubble fully visible but its time stamp is above the top edge (stamped Tuesday 9:23 AM in screenshot 27).

[2] Sameroff, Rebecca — Tuesday 9:30 AM — Let me know if itd be strategic to reprioritize that annotated source list. Nobody else is asking but could do a quick clean up on it and send along for your tax side hustled at least ha

[3] OWNER — Tuesday 9:46 AM — I like that idea very much but also totally understand if other priorities rank higher in the triage of to-dos! I'll def keep you posted if/when I hear more follow-ups from outlets -- either looking to publish the op-ed itself, or use the advance copy as background -- and if they ask for more data/documentation
note: Right-aligned, time stamp only. Bubble complete; image ends just below it.
