# Close reading: the Mearhoff–Sameroff text exchange (6 iPhone screenshots, Email 1) Files: `raw/email1/parts/` → `22__image_123650291.JPG`, `3__image_123655411.JPG`, `20__image_123650291 (1).JPG`, `21__image_123650291 (2).JPG`, `23__image_123655411 (3).JPG`, `2__image_123655411 (4).JPG`. All 1179×2556, iMessage dark mode, status bar **3:20**, back-button badge **8**, contact header **"Rebecca" (RS)**. OCR text in `raw/ocr/*.redthr.txt`; transcription below was checked against the images. ## Rules used - **Speaker:** blue right-aligned bubbles = the phone's owner; gray left-aligned = the other party. The header names the other party "Rebecca", and a blue bubble says "He knows I'm at ACCD now", so the phone is **Sarah Mearhoff's** and gray is **Rebecca Sameroff**. Baker's cover note agrees on the two participants. - **Order:** by overlapping bubbles between consecutive screenshots. The `(1)`–`(4)` suffixes are download artifacts, not sequence. - **Tapbacks (reactions):** a reaction icon sits on the top corner of the bubble it belongs to, on the side opposite the bubble; by iMessage convention a reaction on your own (blue) bubble comes from the other party and vice versa. Attribution of reactions is therefore inferred from layout, not stated in the record. - **Date:** the only label is "Thursday 10:05 AM". iMessage shows a weekday name only for the previous seven days; Baker sent the files on Nov 3 (Tuesday) in response to a request received Oct 30 (Friday), so the capture was made between Oct 30 and Nov 3 and **"Thursday" = October 29, 2026**. Corroboration: Mearhoff's email "Internal FW: Calvin request" to the commissioner inbox is stamped Thursday, October 29, 2026 10:22 AM, seventeen minutes after this exchange opens with her saying she will "pass to commish inbox". ## Screenshot order and overlaps | Seq | File | First bubble | Last bubble | Overlap with previous | |---|---|---|---|---| | S1 | 22__image_123650291.JPG | "Thursday 10:05 AM" / T01 | T07 (cut) | — (top of capture) | | S2 | 3__image_123655411.JPG | T07 | T13 (cut) | T07 | | S3 | 20__image_123650291 (1).JPG | T13 | T15 | T13 | | S4 | 21__image_123650291 (2).JPG | tail of a blue bubble, then T16 | T21 (cut) | **none** | | S5 | 23__image_123655411 (3).JPG | T21 | T26 | T21 | | S6 | 2__image_123655411 (4).JPG | T24 | T28 | T24–T26 | ## Transcript (verbatim; line breaks inside a bubble shown as " / ") **Thursday [Oct 29, 2026] 10:05 AM** - T01 Mearhoff: Hey! I'm at a conference today but just got this text from Calvin Cutler: - T02 Mearhoff (pasted text from Calvin Cutler): Hey Sarah! I had a quick follow up question for you regarding the Fair Share proposal. I'm just now getting some pushback from public assets folks about our framing of the legislature clawing back some tax cuts in 2018. And the idea of it being a "new" tax versus "clawing back" tax cuts from HR1. Got a minute to chat at some point? Thanks! - T03 Sameroff: Thanks for the heads up! - T04 Sameroff: Should send him our way - probably my way. - T05 Sameroff: Or Commish inbox!!!!! - T06 Sameroff: I'll keep an eye out. - T07 Mearhoff: (He knows I'm at ACCD now, but I think he's just asking me because we already have rapport on this subject.) / Will pass to commish inbox! - T08 Mearhoff: Silly Willy but I don't have it right in front of me: mind reminding me of the exact email address, please? — ❤️ tapback at top-left (by rule: Sameroff) - T09 Sameroff: TAX.commission@vermont.gov (rendered as a link) - T10 Sameroff: Oops! Tax.Commissioner!!! — ❤️ tapback at top-right (by rule: Mearhoff) - T11 Mearhoff: Point of personal privilege: I'm getting really irked with PAI & Co and their posturing on this... - T12 Mearhoff: We have the RECEIPTS! - T13 Sameroff: Haha yeah there's quite a Buzz on Reddit too. Unfortunately some of it is about whether it was appropriate for the department to post the oped on its website or not... Which in hindsight maybe I would've discouraged so close to an election... / But we're within our legal bounds! - T14 Mearhoff: Hmmmm I feel like anyone who would care deeply enough about that to post about it are too online/plugged in/not representative of most Vermonters. (I say this not having scrolled Reddit myself) - T15 Mearhoff: Also the fact that Tax — from its position of great credibility and generally apolitical nature — did write/post it speaks to the need for objective fact-checking in this conversation! — 💯 tapback at top-left (by rule: Sameroff) **[S3 → S4: no shared bubble. S4 opens with the tail of a blue bubble that may or may not be T15. No time label is visible at the top of S4, which in iMessage means the next message came within roughly an hour of whatever blue bubble precedes it. Continuity is unverified.]** - T16 Sameroff: Hey so this Calvin message isn't actually about the Ed but about a WCAX piece from October 21. Do you have a recollection if we provided anything to Calvin on this, or did he have inspiration from the op ed as background? / I know you're working another job right now sorry for the follow ups! - T17 Sameroff: The op ed* - T18 Mearhoff: Oh man embarrassingly I don't even remember the 10/21 story - T19 Mearhoff: Oh wait! Sorry I'm getting my days mixed up - T20 Sameroff: That was the day the op ed dropped I think! Here I'll send the link. - T21 Mearhoff: I talked to Calvin off the record on 10/21 (I'm remembering now because we were setting up the symposium room while I talked to him) - T22 Mearhoff: And I sent him a copy of the op Ed for his background use - T23 Sameroff: Aha! Great thanks — ❤️ tapback at top-right (by rule: Mearhoff) - T24 Mearhoff: We had just sent it to Digger and others that morning so I forwarded him that email - T25 Mearhoff: Sorry the past two weeks have totally blurred together for me 🥲 - T26 Sameroff: No that is perfect intel! I assumed this was driven by our but couldn't remember if Bill had actually spoken to him directly on background or otherwise — ❤️ tapback at top-right (by rule: Mearhoff) - T27 Mearhoff: Yeah it was very serendipitous: Calvin cold-called me and was like, "Hey I'm doing this story on Fair Share and I just wanted to temperature-check some of their claims with you off the record" and I was like boy oh boy, do I have an op ed to send to you! - T28 Mearhoff: But indeed no interview with Bill (despite his eagerness...) **[End of capture. T28 sits directly above the compose box in S6; no reply is shown.]** ## Where the chain is incomplete 1. **Before Oct 29.** The capture starts at "Thursday 10:05 AM". The request period runs from October 1. The Teams records show Mearhoff and Sameroff coordinating on the op-ed daily from Oct 19, and the tone here ("Silly Willy") shows an established texting relationship. Either no texts about the commentary exist between Oct 1 and Oct 28 or they were not captured; the production does not say which. 2. **After T28.** The last captured message is Mearhoff's "But indeed no interview with Bill (despite his eagerness...)". Sameroff's T20 promise "Here I'll send the link" has no link message anywhere in the captured span, so either it was never sent or it came after T28. Anything after T28 up to the search date is missing. 3. **Between S3 and S4.** Every other pair of screenshots shares at least one bubble; this pair shares none. Messages may sit between T15 and T16. 4. **One device only.** Everything is from Mearhoff's phone. Sameroff's copy of the same thread was not produced, and no other custodian's texts were produced at all (Shouldice, Feldman, Connizzo, Magnus, Weinstein, Shepard). The request asked each custodian to confirm in writing that personal accounts and devices were searched; no confirmation accompanies the production. 5. **Third-party message inside the thread.** T02 is a text from Calvin Cutler to Mearhoff, pasted into the thread. The original message on Mearhoff's phone, and any reply to him, were not produced. 6. **Format.** Screenshots are not the format in which the records are maintained (1 V.S.A. § 316(h)–(i)); an iMessage export or a device-level export would carry exact timestamps for every message, which the screenshots lack (one label for 28 messages). ## Content worth flagging for the story (recorded, not analyzed) - Sameroff (T13): posting the op-ed on the Department website is something she "in hindsight maybe ... would've discouraged so close to an election", followed by "But we're within our legal bounds!" - Mearhoff (T21–T24, T27): spoke to Calvin Cutler (WCAX) off the record on Oct 21, sent him the op-ed "for his background use" by forwarding the VTDigger pitch email; "no interview with Bill (despite his eagerness...)". - Mearhoff (T07): "He knows I'm at ACCD now", consistent with her Nov 2 signature; she was still handling press contacts about the Department's op-ed from her new agency. - Mearhoff (T11): "getting really irked with PAI & Co and their posturing".
