# Tax Department public-records production — sanitized record set

Produced to Matt Rkiouak by the Vermont Department of Taxes on 2026-11-03 in response to his 2026-10-30 request under 1 V.S.A. §§ 315–320. Alterations, all listed here: (1) a personal cell-phone number in a Teams screenshot (image26 inside 'Op Ed Group - Teams Chat.docx') is blacked out, and the same string is replaced in every text layer; (2) mail-transport headers (Received, X-*, ARC, DKIM, authentication results) are removed from the .eml files, because one of them carried a sender's home IP address; the addressing, date, subject and MIME headers are kept; (3) in the text renderings, Outlook SafeLinks wrappers are unwrapped to their real targets and SharePoint sharing links are cut at the '?' that begins their per-recipient token; (4) three non-office phone numbers in staff signature blocks are replaced with [phone redacted]. Nothing else was altered; SHA-256 of each sanitized file is in index.json. Browse at https://middlesexgazette.org/records/tax-prr-november-2026/ . Forwarded emails are given as .eml (with their attachments) and as a plain-text rendering. The cover emails are given as text only, because the raw .eml would embed the unredacted Word file.
